Generally, yes. I first came into the US (I was born in the UK and lived there for 33 years) on a six-month tourist visa, and then later on a fiancee visa - I married an American and got my green card that way. Check out http://unitedstatesvisas.gov/visapolicy/faq.html for more details.
If you have a machine-readable passport (i.e. one with a barcode on the photo page) you can use the visa-waiver scheme and fill in the forms that they will give you on the plane. If you do not have a machine-readable passport, with effect from 26th October 2004, you will have to get a visa in your passport.
