When we enquired last time we went we were told that they have a limited number of tickets and they are offered early in the morning,wasn't told how far into the statue you could go.

you can go part of the way but not to the very top, and its a long queue, to save time take the elevator half way and send the time to visit Ellis Island and do see the film and have the tour.[it will make you cry some of the immigrant stories and the guides are all descendants.]
