What is the name of the rugby shaped building near Tower Bridge?

Does anyone have a clue what this is and the name and the purpose of this building?

The 41 storey building is commonly nicknamed the erotic gherkin, for fairly obvious reasons. Mainly, it will be the HQ of the Swiss Re insurance company. The architect was Norman Foster, and the structure incorporates many environmentally-friendly features (or so its designers say).
I think greg500 may be refereing to the London Assembly building. Its the building used by the London Assembly and office of the Mayor of London, currently good old Ken Livingston. This is situated next to Tower Bridge.

and is commonly known in my office as the glass testicle
Sorry,I thought you meant the new building North of the Thames; if you mean the one South, then of course it's City Hall, also designed by Norman Foster.
