probably the Canary islands would be nearest and cheapest, though it may be warm rather than downright hot. For really hot, the Gambia may be the nearest - but pricewise somewhere like Egypt or Dubai might just work out cheaper.
sorry, posted prematurely... there's also the Caribbean. Prices of all places go up and down, so it's best to get as many brochures as you can and see what places have been overbooked by operators this year. Early to mid-December , before schools finish, is generally a cheap time, ahead of the Christmas rush.
I booked an all inclusive 10 nights in sharm el shiek for september which apparently is really hot all year round and for 2 of us it only cost just over 600 so for 7 days should be cheaper, also looks like the prices have gone down recently too.

The thing with Egypt is you can opt for a lower start rating say a 3 star because you know the service and standards are high (because I've been to egypt before).

i was originally looking at tunisia but didnt know if it would be warm enough. want to go around 3rd December which is normally quite cheap i think.
I would recommend eygpt - was there last december my only requirement was needing HOT which it certainly is in december and it NEVER rains! Went to canaries dec 04 and it wasnt even always warm. I knew nothing about eygpt but if far exceeded any expectations i may have had- was brill
Tunisia and the southern Mediterranean can be warm or cool, but probably won't be hot in December. (I've been rained on there at Christmas.)
