why in bratislava do they have ornately painted full size concrete cows all over the city centre?

yes, and if you click on the 'other cities' in the website Clanad provided, you'll see these cows have been on parade worldwide. There were some in London in 2002. I think at the end of the exhibitions they sell them off for charity.
