I took out a yearly travel insurance policy in February, I've tried canceling it but getting nowhere, it wasn't expensive and I don't want to fight with them anymore... Could I use the travel insurance without going abroad? Like, going for a walk in my area.

I have an annual travel policy. It covers me in this country too.
...but check the small print on yours.
I must be missing something, why would/should you be able to use travel insurance when going for a walk in your local area?
You might get hit by a bus.

It is wise to have cover, and in the UK too.
OK so you may not go abroad but you may take a break here. What if you have to cancel something you book!
My annual policy covers me for breaks in the UK, but only if I'm away for a minimum of two nights.
