whats cheapest way to get either from stanstead or heathrow to romford ?

need to get to a medical appointment in romford for around 10am in morning.

Stansted is half the distance that Heathrow is.
Train 2 changes is approx 1.5hrs Cheapest return approx £34.30 if you have no discount card.
Bus is much more fussier and expensive
Heathrow is no slower in time and a lot cheaper - £5.10 each way using Oyster or contactless card, less off peak. Tube to Liverpool Street then train

You can save a bit of time using the Heathrow Express - but pay a lot more

Heathrow is much further from Romford than Stansted is. I think you can get a National Express bus direct to Romford from Stansted - and no M25 congestion to delay you.
You can get an Oyster at Heathrow, yes.

You can also pay cash for the tube fare at a bit more than the Oyster fare - I can't at the moment find the TfL page that says how much

There's no direct National Express to Romford from Stansted - it's very infrequent and indirect. But you can get a frequent coach to Stratford and pick up the train there. About an hour on the coach and 20 minutes on the train
^That would be much better than the journey from Heathrow.
Stansted is better as you would have to pass Romford on the way to London by car.
Dzug2 has given you the better instructions for travel on public transport.

dzug2 should i get a train from stansted to stratford ? bit confused here as i have been looking on google maps and i have conflicting info.

You could get the train from Stansted airport to Liverpool Street and then a train from there to Romford. That's probably the most straightforward way to do it.
The suggestion was a coach from Stansted to Stratford and a train from there to Romford - still a lot more than the tube/rail from Heathrow for not a lot of saving in time

It might turn of what flight timings are available - but you did ask for the cheapest
