Generally, there is no lower limit, although some individual airlines may have restrictions.  "Babes in arms" denotes children under the age of two.  After that age, each child must occupy a seat (purchased, of course)...
i first took my daughter when she was 4 months old on a long haul flight. I must admit it was hard having her on my lap for 9 hours but it was easier to keep her occupied than it is now!

to be honest your question is a/can be a double question?

1) their is no lower limit, if u travel with a baby (BB) then u only pay 10% of the fare/class u travel in. the baby has to be less than 2yrs of age to travel at this rate. also a skycot is not given on certain aircrafts and for certain ages of BB.

2) if u r questioning also for unicomapnied minors (UNMR). then airlines do have an age limit on this. the youngest is 5 - 12 some airlines will accept upto 15 but you will have to pay a supliment if u want ur child to go as a UMNR.  if under the age of 5 you will have to pay for an escort for the child, the escort will be from the airline. you can not have a child of 7 and 3 traveling alone as UMNR's...

hope this helps
