Few years back was driving along Brighton sea front towards Hove and noticed this building looked like Flats which were in a real state of disrepair and looked like a hostel for down and outs.

Went there last week and drove the same way and it had gone. Was not quite sure where abouts the building was but did look rather shabby for Brighton.

Has the building been turned into the Hilton which looked 'questionable' (needed a lick of paint) or pulled down and some other building put up in its place.

I think you must be thinking of Embassy Court. It's a stunning piece of Art Deco architecture which was criminally neglected by a succession of dodgy landlords.
It's now being renovated and is looking nearly back to its original condition.

Thanks splodger - that was the building indeed I was referring to and also thanks for the web site link. It seems a lot of people like myself could not believe a building of that size being on Brightons seafront in such a state, great to hear its being renovated especially as seems to have great architecture.  No wonder why I did not notice it recently I just assumed it had been pulled down and something put up in its place.
