I have read the guidelines and seen the example photos, but I'm still unclear. It says 'Not acceptable : Hair covering the face is not permitted.' It shows a picture of someone with hair falling sideways across her face. But what about a fringe? I have a fringe and don't know if I'm meant to (somehow) remove my fringe from my face.
Does anyone know?

Does the fringe cover your eyes?
I have a fringe in mine. I also remember is saying it should show your ears, which mine doesn't and was accepted.
I had to scrag mine back to get my passport photo made acceptable - I wear a long fringe across my forehead, and having it showing in the photo wasn't good enough. My current passport photo now looks like an angry Russian grandma, but they still let me in through customs ;0(

The fringe doesn't cover my eyes. I just don't like me without a fringe and I think I look very different if I have to pull it back.
If it doesn't cover your face, then it's ok.
I don't, I didn't have any choice according to the woman in the post office - if my passport looks like me, God help me... ;-)
there is a subclause requiring that photos not look like boxtops; fortunately, mine doesn't. I think the main idea is that your hair shouldn't cover your eyes (and perhaps eyebrows as well, just to be on the safe side) but I don't think there's any problem with some of your forehead being covered; more than half of mine is. Also, I took and printed the photo myself, despite the recommendation that you shouldn't do so.

Wear a hijab...............
I have a fringe that goes across my eyebrows but does not cover my eyes. I renewed my passport a month ago and my photos with my fringe in them was accepted fine.
