Does a Thai passport holder who is married to a UK national and living in the UK on a permanent right to remain visa require a Schengen visa to travel to mainland Europe?

Since it is the passport itself that is the criterion, and not any visas in it, then I would say yes - a visa is required to visit Schengen countries unless there is an agreement between the passport issuing country and the Schengen block. However, once one Schengen country issues a visa there is effectively nothing to prevent the holder from travelling around the entire area. The presence of the UK visa may be seen, by those who review the application, as a reassuring fact.
