is disabled
how do i enable it please

Are you confusing Microsoft Security Esentiuals with Microsoft Security Centre.

If it is Miscrosoft Security Centre that is disabled it may be you have a virus or malware on your PC.

Can you verify it IS Microsoft Security Centre?

Suggest you run any anti virus you have installed.

Also download Malwarebytes and / or Spybot search and Destroy.

Install both, update both, and run both.
