It is "Blu Ray" not Blue Ray.

It is a High Definition versons of DVDs.

To play one you need a Blu Ray player (or a PS3 that has one built in).

To see it at its best you also need a HD TV and a HDMI cable to connect the Blu Ray player to the TV.
