Frame insertion into video

Is there a program that will allow frame by frame editing from either a downloaded video or one from a camcorder. I want to make a funny video for christmas by inserting very brief snapshots within the film but the software i have hasn't this facility. Thanks

I assume you mean free software ('cos there's loads of paid packages that will do this).
I'm pretty sure that you can do it in Windows Movie Maker (which is included with XP).

There's also the FREE AVIdemux program which you can find in Google.
