How do I shrink (down to A5 size) a JPEG pic in XP?

As it stands, the question doesn't really make sense. A5 is a measure of paper size. A JPEG is measured in pixels (or dots). The size it would print "naturally" would depend on its size in pixels, the DPI at which it was recorded, and the DPI of the printer.
But just about any software capable of printing a JPEG is capable of resizing it "on the fly" to fit.

the easiest way might be to import the jpeg into ms word and resize it there - you can use the size of the page in word as a true reflection of how big the image will be when printed.
