Can you use a Mobile Broadband Dongle in a Desktop PC?

Sure but you may not find it as reliable/fast as a wireless router.

Yes (there is absolutely no difference between desktop PCs and laptops other than the physical form, they work in exactly the same way)

The only problem you may have is bad reception, tucked down behind a metal case of a computer is not a good place for anything to pick up a radio signal.

The Mobile Broadband is only needed for light surfing / emails etc. And i was thinking of using an extender lead to position dongle to get the best signal. Thank you guys for your prompt responses.

I use a dongle with my desktop, it is connected via a usb extension lead and hangs out of a window for improved reception.
It is under the soffit so stays dry.
By the way Barney, are you related to Albert Steptoe?
