Wonky wallpaper on desktop?

Hi, for the past 4 days whenever I switch my laptop on I can now see a thin strip beneath the taskbar on my wallpaper. Is there anyway of moving the wallpaper or taskbar lower? I have tried to right click and untick the 'lock the taskbar' and attempt to move it but it doesn't budge.
The thin strip changes colour whenever I type etc., it is sooo annoying!
Any advice?

Sounds like either the screen is on its way out or the graphics drivers need updating.
