If I am up to date with my online windows updating, do I still need to get the service packs?

No, they'll be installed already.  Hence being up to date.

Gandy is right - When WinXP service pack 2 came out, it was done gradually. To see what SP you have, go to Start -> Control Panel -> System. It will tell you in the left part of the window.
