My portable phone got wet, now it doesn't work. When I place it on the base the light on the portable phone lights, but I cannot get a dial tone. If I replace the battery would it most likely work? The batteries are a bit pricey, so I hesitate to do that. I suppose that' the only way I can find out.

Thank you I will try that!
Take the battery out and put the phone somewhere warm (boiler cupboard) for 24hours.
If you leave the battery connected there's more chance that the circuits will corrode due to electrolysis in the water/damp damaging the phone beyond repair.

Did the phone get wet with tap water or rain water?
I read about this before. Rice and salt and in a warm place. It worked for my mobile.
