Audacity configuration

I am setting up my Silvercrest USB record player, that enables me to transfer my vinyl records to MP3s.

I have come across the following instructions in the user manual, could anyone please explain what it means, and how I go about it?

Configuration

Copy the file "lame_enc.dll from directory "Audacity_for_WIN" on the Audacity programme CD to your computer's hard drive, i.e. to the Audacity installation directory.

Put the CD in the drive
Double-click My computer
Locate the CD
Right-click it and choose Explore
Locate the folder "Audacity_for_WIN" and double-click it
Locate the file "lame_enc.dll" (depending on how you have you machine configured, it may just appear as "lame_enc"
Right-click it
Choose copy
Locate your "Program Files" folder on the C: drive and double click it
Locate the folder "Audacity"
Right-click it, and choose Paste.

Can I now be bold enough to ask you why this is necessary, and what would happen if these measures did not take place?
Audacity uses the lame-enc dll to create mp3 files, so if you don't follow the instructions, you will be able to create wav files and CD audio, but not mp3s.
