Missing Toolbars

My menu bar with File, Edit, Tools etc has disappeared. So has my Favorites button.
Can anyone tell me what to do?
Tried F11 and various other things suggested on Google.
Using Outlook Express. I am no techie I'm afraid so any ideas would need to be put very simply.

Pressing Alt and v together should restore the toolbar at the top, with file edit etc.
When it appears go to view the toolbars and a list will appear. Check that the menu bar and and the favorite bar have a tick, if not click on them to restore.
