Vista Blocked Programs

An information balloon often appears at the bottom right hand side of the desktop of my Vista Home Premium PC. The window is titled "Windows has blocked some startup programs". It goes on to say that I need to "click to view blocked programs".
No matter if I click anywhere in or out the balloon, nothing happens. No list of blocked programs appears. How can I get to see the list assuming that that is what it should show?
