Why do I have to unplug the modem cable every time I connect to the internet?

Last week my ISP wrote to me saying they are upgrading the exchange in connection with new 24Mb services.

Since then I can\'t log on to the internet without having to unplug the cable from the modem and then immediately reconnect. After the modem has rebooted all is fine.

During this time that no web pages will show up, the strange thing is the modem lights are all on green.
