Video running to fast or to slow

I have recently purchased a new Samsung Camcorder, biggest heap of crap I have ever owned but that aside, I can download the video files from the DVD in the cam no problems and convert to WMV files however, whilst the video seems to convert fine it plays either far to fast or far to slow sometimes it starts off playing fast and then slows down, anybody got any ideas what the problem is here and how I can resolve it please.
