Too Many Recipients

As treasurer of a school bus group, I sometimes have to send e-mails out to about 100 recipients at the same time and I agreed with my ISP (who would otherwise limit recipients) that I would be able to do this.
In the last few weeks, however, I have started to get these e-mails bounced back to me saying "The following recipient(s) could not be reached:" followed by a list of the e-mail addresses I had sent it to, each with the date and time and stating "452 Too many recipients".
My ISP sysop says that these messages are not from him and that it is because of something in my settings. However, I am not aware of having changed any settings. Can anyone tell me whose "fault" it is and how to deal with it, please? I am using Outlook 2003 SP3.

Some people's email clients are set to reject emails that are sent to more than so many people.

This is to block the spam emails sent to hundreds/thousands of people at a time.

My advice would be to break down the list into halves.

Surely they wouldn't ALL be set to that? And all of a sudden. And ALL changing at the same time?
in outlook when a restriction is applied - it will just bounce the email
so yes all the mails will fail
