Can someone tell me if I run both of the above programs in tandem, with them both set to check the same inboxes, will an email sent to the address in question land in both programs or will it only appear in whichever program checks for the pending mail first?

You have a check box in the setup of the internet mail (I am assuming you are picking up internet mail) on both Outlook and OE that says "leave a copy of the message on the server". If this is checked then they both will receive the message. If they are both unchecked then the first one to contact the POP server will strip the e-mails from the server so the other e-mail client will not receive it. Does this make sense? Anyways, how the devil are you sft42?
