The Mystery Mobile Phone Number allocated

I resurrected an old mobile phone with larger buttons (old age problem).
I put in a new Orange PAYG SIM Card from a sealed package.
I went on the Orange Site with the phone switched on but before I could enter anything I got a text message on the mobile saying "Retain existing number YES/NO".
I selected Yes and a number was displayed..
I entered this to register and the IMEI number.

What I cant understand is that I have only had two new mobiles and absolutely certain I have never had that number ?

How can that happen ? It cant surely ?

every sim has a number so when you saw

Retain existing number YES/NO".

that was the number allocated to that sim card

check the packaging the number is usually near the imei number

I thought you put in the Sim card number and then the IMEI number and then Orange allocated a number that is what confused me.
