From the PC connected to the rouoter using a cable connect to the netgear configuration web pages at http://192.168.0.1/ by typing it into a browser address bar,

The Default username is admin and default password is password

You are looking for the wireless configuration and wireless security pages.
Give your wireless name a unique name (SSID) like myrouter

Set the wireless security to WPA-PSK, sometimes called WPA-personal. Give it a password or key of 8-63 characters.

Once you have configured the router, go to the laptop. There should be a wireless icon in the system tray. Double click the icon and then tell the wireless manager to search/scan for wireless networks. It should find the network name that you chose above (eg starter7net) . If you tell it to select this network, you should be prompted for the WPA-PSK key/password. I should then take a few seconds to connect to the nework and you should be able to access the internet using your favourite browser
