Second hand wii question

Hello,

Can anyone tell me how to get rid of the previous owners wii people please?

I have got rid of them all from the wii plaza but they are still stuck on the actual board when I go to choose a user. A couple of them are locked but I can't even figure out how to get the others off.

The format system memory option on the last page of the Wii settings should do the trick

I managed to get most of them off but one has a lock on so I have even less of an idea about getting rid of that one.
