Canon PowerShot A420 malfunction

This camera has hardly been used and is about three years old. Whenever I try to use it, within a few seconds of being turned on, a message is displayed telling me to change the batteries even though the batteries are fresh ones .
When I remove the batteries and check their voltage with a meter they register 1.5 volts or more.
Does anyone know a fix for this problem? I would be grateful for any assistance. Peter.
