Windows XP? Download xp-antispy from http://www.xp-antispy.org/ its free. it also turns off other unwanted features in XP

If you are talking about the Microsoft Messenger service this can be disabled (control panel > administrative tools > services > find "Messenger", stop the service by double clicking it then on the service status select "stop" then disable it by selecting "disabled" in the Startup type).

XP-Antispy can disable messenger service aswell as uninstall windows messenger. Very handy prog =)
