I lost my mobile phone but I have its IME # and all its belongings can I get it and catch the thief and get back my mobile phone.

yep, phone them up and make a citizens arrest!. If they are more than a few mins drive away then ask them to meet you at the local police station.

you can get it deactivated for use within the EU.
if its sent to the far east or africa it will be in use at the moment.
