If the phone rings and then beeps after a while is that when someone is engaged, or is it that they've put the phone down before picking up?

It could be your phone that cuts out after a certain number of rings.

If it rings it can't be engaged.

Is it a single beep? If so, sounds like an answering machine with no pre-recorded message.
