Why not use a balloon as a former (size determined by the hat ) When dry pop balloon and use scissors to trim the bottom to fit the hat. Arms and legs could be fabric or more papier mache stuck on with sellotape

what do you use to make the paper machet. I know its newspaper in strips but how do you make it stick.

Strips of newspaper with wallpaper paste.

You could use wallpaper paste, pva glue or simply water and flour, depends on what you have lying around. Trick if using water and flour is not to make it too thin as it will take ages to dry.
