not sure I understand
you downloaded ....

and downloaded
antivir_workstation_win7u_en_h.exe

(I assume you uninstalled AVG before installing Avira?)
disconnect from the internet
double click the file - and answer yes to everything
once installed Avira would download and update it's databse.
it should just do it's stuff
(I would expect an icon in the system tray ... and one in all progs)
what's not happening?
