When you see an international telephone number, why are they written with a + sign first?

It normally stands for 0 as in +44 for the UK would be 0044

So why don't they write 0044?

Because the code you have to dial at the beginning to get international access is not the same in all countries.

So the "+" sign means add your county's international access code here.
