my friend has lost her mobile phone after only 3 weeks and she could only cancel with in 2 weeks is this right that she will have to pay �40 for 18 months for something she has lost so cannot use

If she didn't have phone insurance the answer is most likely to be yes.

She entered into a contract with the company - its not their fault that the phone is lost.

Some household contents policies let you claim on them - could she do that and get a replacement handset?
yes, unless it was insured against loss. coulkdnt she buy a cheap hanset, and get the phone company to post her number over to the new sim card?
They will send her a free sim card if the handset was uninsured. If she can afford a new phone or a phone at all get her to post a wanted add on freecycle for a handset that is compatible with her simcard.
I'm afraid to say that it is, unless she has phone insurance. Its very harsh, why doesnt she buy a cheap payg handset, has she lost her simcard? If so she should have reported as lost or stolen, so the network provider will block it.
Most contract deals come with the first 3 months insurance free...my last two did anyway...after 3 months they debit you so much a month for the insurance unless as i did you cancel it.

Get her to check the contract details.
