VGA card as a "sync blaster"?

I am trying to use my PC analogue monitor to display the output of my DVD recorder. The recorder's TV Scart has RGB pairs of pins I can connect to but no appropriate sync signals. Is it possible to use an old VGA card as a "sync blaster" to obtain the vertical and horizontal sync signals the monitor requires?
