Computer wont turn on!!

My friend has just come back from holiday to find that his PC will not turn on!He says when he presses the power button nothing happens ......any suggestions?
He also thinks that he could have had a power cut while he was away could that have caused an electrical surge??
I dont know anyway he just asked me to post this.Cheers all.

Simple things first.

Is it plugged in and switched on at the plug?

And at the back of the case?

And, if there was a surge..... is the fuse in the plug ok?
