Internet connection failing

Had severe difficulty connecting to Eclipse lately, Thursday (the day of storms) was the first and I accepted infrastructure may be damaged but had real problems on Sat 20/1/07 (failed for around 2 hours) and today Sun 21/07(failed for around 1.5 hours). Same problems on 2 different pc's in same location.
Getting message

Error 0734 The PPP links control protocol was terminated.

Anyone any ideas on what message implies is wrong?
Anyone getting similar problems?

Eclipse is reporting no outages.
