At what age can you now serve alcohol in a pub?

My partner is an assistant manager in a pub which serves food. The dps has a 17 year old daughter who serves behind the bar. (They serve food in this pub) In the pub I work in we do not serve food and the dps in my pub has a 16 year old daughter who also lives above the premises with her parents who are both personal licence holders. Can she serve alcohol, without every sale being specifically authorised?
