Who does the cheapest website hosting?

I have 16 sites to make live that are 'personal diary / blog' sites for staff as an xmas present. They will all need to access them seperately and have their own control panels.

Individual hosting, with php capability is going to be a lot of money (collectively), do any of you know a cheaper alternative - maybe some kind of group hosting or similar that I could do please??

You can use cloud service as a web hosting. You have 16 sites, so I think you can select one large cloud server and out all 16 sites or you can select the different servers as per site's size.
