Critical Systems Error.

Last night the above appeared in my toolbar. When I click on it, it brings up a web page telling me I have to purchase some kind of programme to fix it.
It has also hijacked my home page and wont allow me to shut the PC down. I have to physically turn it off pressing a button.

Can anyone help me cure this problem as I have used everything in my armoury of tools to get rid of it.
All help appreciated.
