I am trying to sell some items on ebay, and am scanning pictures into my computer and attaching them. However, the files are about 150KB, which is too big for ebay. How can I reduce these to a more manageable size (about 8KB) ?

Download an image editing program, such as Paint Shop Pro.
..or Irfanview [freeware]; the best little pixelator on the net, no really, the little app. with the big kick :-)
which picture format are you using. BMP is really big, try saving using JPG or GIF.

I have microsoft photo editor, what i want to know is exactly what do i do? the gif and jpg formats are still too big and i have reduced the type to 8bits (any lower is too low) and the resolution is as low as it can be. Any other suggestions?
JPEG can't possibly be too big... a 640x480 photo should only take about 20Kb. Adjust the quality/file size scale to compensate. If it still fails, get one of the above mentioned programs since clearly Microsoft Photo Editor is doing an awful job of compressing a JPEG image for you.
