I have a video file that I really want to email but its 46695kb. How can I make it smaller? xx

If I am reading your question correct, the file you have is 466MB.If this is the case, I doubt very much you would be able to compress the file enough for email.Most service Providers and businesses have a limit on the size of files that can be emailed, and 466MB sounds about 100 times to large.
If it's 466MB then you could use WinRAR to break it up into files of less than 100MB and then upload those to somewhere like yousendit.com

Once your friend has the 5 component files downloaded, they can use WinRAR to put them back together to get the original 466MB file.

Alternatively, find a similar website that doesn't restrict you to 100MB.
If you don't mind a lot of work, you could get a splitter that would split the file into lots of small ones. It's probably easier just to post a CD though!
You can just use a program like Super, which will let you reduce the file size by sacrificing some of the quality and physical size of the video.
