if a lap top has a DVD ReWriter MultiDrive does that mean it can play a dvd?

With the right software, yes

If you bought it with the dvd multidrive installed, it should have come with the proper software.

I can play and view dvds with Windows Media Player.

Ska - windows media player is a part of Windows XP Home.

It should start as soon as you put the dvd in the drive. If it doesn't, open it in the start - all programmes menu.
