windows 98 burning photos

i have always used windows xp but the last year i have 98 when i try to burn photos to cd says target cannot handle this type of document is it because you cant with windows 98 i was given this computer so not sure if it is a fault of the cd writers there are two could someone guide me in right direction to solve this problem

Win 98 cannot burn straight to CDs the way XP does.
You need some authoring software, such as Nero.

you'll also need the buttons on your keyboard directly to the right of the letter 'm'.
