I use soundforge to convert .wav to .mp3 files but I think there are free/shareware software packages out there that also do it. Try http://www.tucows.com
MusicMatch have a free download of their Jukebox which will convert WAV to mp3 but, if my memory serves me right, the free version will only convert to 96kbps. If you want total freedom you'll need to buy it. Otherwise try http://www.freewarefiles.com/ and see if there's anything there you could use.
Goldwave, Audacity; both freeware audio suites. Also 'Cooledit 96' if you can find it.
