Why can I open up some pages which are only half-size and there is no restore up button and um unable to stretch the page to full size.

Probably the code on the page has temporarily customised the browser to remove these options.

With popup windows, you (as in the author of the page) can decide how much control over the page the user has, including width, height, whether its to be resizable etc. etc.
