I need to build a circuit and I want eight 10mm leds in it that flash at diferent rates. It needs to run off a 12v transformer so will need a relay. I think I need an 8 pin chip. Can anyone shed any light on this for me (excuse the pun)

Well you already know that you will probably need a PIC chip to do this, (you won't need a relay), however PIC chips are programmable and you would need to develop the program required as well as design the electronics and buy a programming interface for the PIC etc... All of which is too complex for a first time constructor, I suggest that you look around places like this and buy a kit containing all the electronic parts and included a pre-programmed PIC chip.
